Scope

Directs, coordinates, and exercises functional authority for planning, organization, control, integration, and completion of engineering projects within area of responsibility. Plans and formulates engineering programs assuming entire responsibility for the completion of conceptual and detailed design activities within the scheduled timeframes, allocated manpower and budgeted costs.

Responsibilities

•Bachelor Degree in Civil or Structural or Mechanical or Ocean or Naval Architectural Engineering with a minimum of 20 years of related Oil and Gas industry experience preferable from a background in working for consultancy organizations in the EPC of the Oil and Gas Industry. Post graduate degree in respective engineering or in Business administration is preferable.

•A minimum of 10 years of experience within the offshore oil & gas industry working for Offshore Engineering consultants / EPCI Contractors. Must have worked as lead engineer in at least two upstream Oil and Gas projects.

•In depth knowledge on relevant International codes & standards like DNV, API, ASME and ISO is essential.

•In depth knowledge in selection of materials, pipeline detail design activities such as pipeline mechanical design, on-bottom stability and pipeline global buckling etc is essential.

•Exposure to various pipeline engineering software is preferable.

•Ability to supervise and manage overall engineering activities of the department and accountable for the overall discipline related activities for successful completion of proposals and / or projects within allocated Cost, Time and Resource.

•Ability to effectively motivate, lead and support a multi-cultural team.

•Having core competencies like ability to adopt a dynamic, tactful problem solving approach to tasks and demonstrate coordination, monitoring, supervisory and communication skills.

Responsibilities

•Confer with management on project developments. Coordinate and integrate relevant project engineering activities with other engineering departments.

•Evaluate manpower requirements for proposals, prospective and current projects, develop manpower forecasts, plans, charts and schedules. Recommend, assign and allocate manpower for the execution of engineering activities within the budgeted project man-hours.  Recommend cost effective measures to reduce overall manpower costs.

•Manage the discipline proposal team in the performance of all activities including issue of inquires, review of vendor offers, preparation of technical write-ups and BOQ’s and manpower and cost estimates. Ensure cost estimates are accurately reflected based on project requirements.

•Guide the Discipline project team in carrying out contract review, establish guidelines on  list of engineering deliverables and technical requirements for the development of the Technical Document Register (TDR) and the Procurement Register.  Review designs for compliance based on sound engineering practices, company standards, client contract requirements and based on international codes and standards.

•Monitor the progress of projects, provide technical support to task teams in the completion of engineering deliverables. Promote technical integrity, value engineering, apply cost effectiveness techniques and maintaining optimum quality while meeting total specification compliance.

•Evaluate and advise lead engineers on design changes, specifications, and drawing releases.

•Interface and meet as required client and vendor representatives, lead internal staff and kick-off meetings, assist in ensuring the progress of project completion in accordance to determined schedules, allotted man hours and budgeted costs. Coordinate with project engineering manager and planning departments on schedule related issues.

•Evaluate current manpower skill levels and apportion work among engineering staff according to complexity, specialized training and project requirements.  Work closely with OD team to assess competency levels and determine training and development requirements, confer with supervisory level personnel in the identification of skill gaps and training needs.  Mentor and motivate assigned staff. 

•Direct the activities of department performance evaluations. Establish clear work standards, performance objectives and indicators (KPIs), which have to be met.  Evaluate performance and make recommendation for promotions, salary increases, transfers, and demobilizations  

•Recommend recruitment requirements in support of department engineering activities; participate in screening of applicants, interviewing, selection and hiring of candidates.

•Analyzes technology trends, recommend upgrade of systems, skill sets and procedures when required. Assess, identify and develop technical tools, conduct presentations and seminars to update and improve the quality of engineering deliverables.

•Identify and organize the preparation and implementation of work procedures, standard design guides, specifications, datasheets and checklists.

•Interact with Quality Assurance for quality issues; strictly ensure compliance with Company’s ISO Quality standards and procedures.   Coordinate Internal and client audit requests, facilitate audit procedures of engineering systems within the department.

•Promote safety awareness in strict compliance with company HSE policies and procedures.

•Evaluate and assess department material resources, recommend library books, codes and standards and software requirements.

•Develop and implement cost database for cost estimation purposes.

1. Scope
Supervise a team of engineers and designers & assist designated lead engineer in carrying out detailed engineering work and / or FEED / Proposal work for large sized projects, provide necessary technical information for procurement in compliance with project specifications / data sheets, ensure completion of assigned activities within budgeted man-hour and project schedules.
2. Requirement
 Bachelor Degree in Instrumentation or Electronics or Telecom Engineering with a minimum of 11 years of related Petroleum / petrochemical industry experience preferable from a background in working for consultancy organizations in the EPC of the Oil and Gas Industry.

 A minimum of 3 years of experience within the off shore oil & gas industry working for Off shore EPCI consultants / Contractors

 Review the ITB (Invitation To Bid) documents provided in the proposals, issue inquiry requisitions, review techno-commercial vendor offers, prepare various estimates like Bill of quantities, Material cost, Man-hours, Software cost, Vendor assistance, Vendor visits & any other estimates as needed for the bid.

 Review contract requirements for project execution, Prepare the Technical Document Register (TDR), identify requirements and scope of work; review specifications, Process Data Sheets (PDS), Piping Material Specifications (PMS), Piping & Instrumentation Diagrams (P&ID’s), Plot plans, General Arrangement (GA) drawings, Review Philosophies, Area Classification Drawings, Fire and Gas Detector Layout Drawings and other relevant documents. Establish contract review criteria, identify and resolve discrepancies and divergences from original proposal through the instigation of technical queries to projects/client.

 Verify and conceptualize the most optimum work route. Identify a clear scope of work/supply and accordingly plan/schedule the engineering activities and manpower resource. Identify and quantify total number of engineering deliverables, man-hour allocation, format of delivery, time schedules and other requirements for execution of the work.

 Provide inputs for developing optimum scope split matrix for the engineering work between home office & Satellite office.

 Assist lead engineer in co-ordination with projects / planning as well as with engineering team of Satellite office on project time schedules, establishing target completion dates, ensuring target dates are achieved.

 Provide inputs for developing Manpower charts and schedules, Recommend cost effective measures to reduce overall manpower costs.

 Participate in the preparation of equipment and material specifications and data sheets, participate in the development of detailed engineering calculations and drawings including the preparation of the design basis document, Instrument Index, Input & Output Lists, Bill of Quantities, Block Diagrams, Equipment system specifications, cable routing, control room layouts, Cause and Effect Diagrams, Complex Control loop narratives and Safety narratives, Loop Diagrams, Functional Logic Diagrams, Terminations Diagrams, Installation Hook-up Drawings, Instrument Plot Plans, Control Panel Drawings, Control/Equipment Room Lay-outs, Cable Tray Layouts, Cable Schedules and Cable Drum Schedules, JB schedules, Interconnection Schedules, Installation detail drawings, Fire/Smoke Detection Lay-out and Alarm Lists.

 Ensure compliance of design based on sound engineering practices, company standards, client contract requirements and based on international codes and standards for assigned projects.

 Provide inputs for the preparation of plot plans, organize the issuance of engineering drawings and technical documents for Inter-Discipline Checks (IDC’s) coordinate with other engineering discipline in the integration of data inputs.

 Participate in the preparation of technical inquiry requests (Inquiry Requisitions) to vendors, Participate in the technical evaluation of vendor bid offers & in the preparation of Technical Bid Evaluations (TBE), review vendor drawings and documents, ensure vendor equipment specifications meet with client equipment specifications and are within budgeted costs.

 Participate in the preparation of Purchase Requisitions for the procurement of equipment and materials. Ensure materials are obtained within scheduled timeframes and budgeted costs.

 Interface and regularly meet with client and vendor representatives, participate in internal staff meetings, ensure the progress of assigned activities in accordance to schedule, allotted man hours and budgeted costs. Coordinate with projects and planning departments on schedule related issues. Update TDR progress reports through the use of PETROCEPT software.

 Monitor Material Take Off (MTO) activities, identify irregularities and shortfalls, take corrective action as required.

 Participate in HAZOP meeting and SIL studies with client and representatives of other engineering disciplines.

 Interact with Quality Assurance for quality issues, strictly ensure compliance with Company’s ISO Quality procedures. Coordinate Internal and Client audit requests, facilitate audit procedures of engineering systems within the department.

 Interface and provide clarification and guidance and technical support to construction sites and commissioning engineers, provide startup assistance as required.

 Participate in employee performance evaluations, establish performance criteria, identify employee strengths and weaknesses, recommend training and development requirements.

 Participate in determining training and development requirements, Provide inputs in the identification of skill gaps and training needs.

ECS West are looking for a Project Manager for a new major project.  The incumbent will manage and is responsible for the delivery of EPC projects.
Duties include -
•Ensures project meets or exceeds all performance targets i.e. HSSE, quality, cost, regulatory compliance, schedule and customer satisfaction. Specific focus shall be given to the UK regulations affecting design and construction (PED, CE Marking, CDM, etc)
•Provides Leadership in HSSE and QA/ QC. Approves Project HSSE and QA/QC project plans specific to project scope area and monitors effective implementation. Supports Project and Corporate Quality Audits where necessary in relation to QA/ QC and HSSE.
•Acts as the Contract representative with clients, partners and third party contractors. Negotiates terms and conditions where necessary, in accordance with Petrofac guidelines, ensuring that Petrofac & other party interests are represented.
•Delivers maximum project margin, exceeding the ‘as bid’ target.
•Establishing and adequately resourcing the requirements of the project, including staffing.
•Manages the initial mobilisation of the core project team to ensure that all necessary activities are reviewed with actions appropriately assigned, timescales agreed and relevant parties briefed, with new communication channels established where necessary.
•Responsible for developing project execution strategy and subsidiary coordination procedures for the project. Ensures effective implementation and supports Project and Corporate Quality Audits where necessary.
•Provides leadership for technical reviews such as HAZOP, HAZID, value engineering, design integrity, 3D Model reviews. Is supported by the Project Engineering Manager, Project Engineers and Lead Discipline Engineers in these reviews.
•Responsible for recording, monitoring and controlling all project costs, trends, forecasts and risks including all commercial and contractual aspects of subcontracting.
•Capable of resolving all commercial, contractual and technical issues within the project and with the Client, taking reference back to the respective Departmental/Group Managers as required; safeguarding both Petrofac and Client interest.
•Having regard to corporate, project and policies, including Code of Business Conduct and the strategic goals of the Company.
•Manages the establishment of the mechanisms and specific processes and elements for external and internal progress monitoring and reporting against the project plan. Manages project personnel to ensure progress monitoring is effective and enabling control of the project budget. Ensures that a change management process is administered and that corrective action is agreed and implemented at the appropriate level, as and when variations from plans occur.
•Has regular meetings with the Project Management Team and communicates effectively with the entire Project Team on all key issues, to ensure awareness, clear responsibilities and accountabilities, and informed action by all members of the team.
•Keeps the Project Sponsor regularly informed of progress and all issues of concern, including potential overrun of budget and/ or schedule, resource issues, contractual issues and client relationship issues.
•Monitors and manages the performance of subcontractors to determine compliance with contractual obligations. Resolves issues arising from disputes or sub-standard performance.
•Participates in a formal review of the project with relevant parties on completion and identifies opportunities for learning and development.
•Responsible for the timely submission of all invoices and payments by Company. Initiates payments to sub-contractors ensuring all terms and conditions have been met and securing appropriate backcharges.
•Manages effective close-out of the Project, providing feedback and recording data and identifying lessons learned for historical purposes.
•Consults Quality Assurance with any quality issues ensuring compliance with Petrofac’s ISO quality procedures, Project Quality Plan and Design Integrity processes and procedures. Coordinates internal and Client audit requests and facilitates audit procedures of engineering systems within the department. Complying with other Petrofac accredited frameworks such as ISO14001.
