Scope

Directs, coordinates, and exercises functional authority for planning, organization, control, integration, and completion of engineering projects within area of responsibility. Plans and formulates engineering programs assuming entire responsibility for the completion of conceptual and detailed design activities within the scheduled timeframes, allocated manpower and budgeted costs.

Responsibilities

•Bachelor Degree in Civil or Structural or Mechanical or Ocean or Naval Architectural Engineering with a minimum of 20 years of related Oil and Gas industry experience preferable from a background in working for consultancy organizations in the EPC of the Oil and Gas Industry. Post graduate degree in respective engineering or in Business administration is preferable.

•A minimum of 10 years of experience within the offshore oil & gas industry working for Offshore Engineering consultants / EPCI Contractors. Must have worked as lead engineer in at least two upstream Oil and Gas projects.

•In depth knowledge on relevant International codes & standards like DNV, API, ASME and ISO is essential.

•In depth knowledge in selection of materials, pipeline detail design activities such as pipeline mechanical design, on-bottom stability and pipeline global buckling etc is essential.

•Exposure to various pipeline engineering software is preferable.

•Ability to supervise and manage overall engineering activities of the department and accountable for the overall discipline related activities for successful completion of proposals and / or projects within allocated Cost, Time and Resource.

•Ability to effectively motivate, lead and support a multi-cultural team.

•Having core competencies like ability to adopt a dynamic, tactful problem solving approach to tasks and demonstrate coordination, monitoring, supervisory and communication skills.

•Having character competencies like proactive approach, eye for detailing, multi tasking, forward planning and workload/ resource forecasting.

•Ability to make quick and conscious decisions on critical issues which might have significant impact on the scope of project requirements.

•Must comply with the Company Code of Business Conduct (COBC) and Anti-Bribery & Corruption (ABC) requirements , Safety and Quality procedures

Responsibilities

•Confer with management on project developments. Coordinate and integrate relevant project engineering activities with other engineering departments.

•Evaluate manpower requirements for proposals, prospective and current projects, develop manpower forecasts, plans, charts and schedules. Recommend, assign and allocate manpower for the execution of engineering activities within the budgeted project man-hours.  Recommend cost effective measures to reduce overall manpower costs.

•Manage the discipline proposal team in the performance of all activities including issue of inquires, review of vendor offers, preparation of technical write-ups and BOQ’s and manpower and cost estimates. Ensure cost estimates are accurately reflected based on project requirements.

•Guide the Discipline project team in carrying out contract review, establish guidelines on  list of engineering deliverables and technical requirements for the development of the Technical Document Register (TDR) and the Procurement Register.  Review designs for compliance based on sound engineering practices, company standards, client contract requirements and based on international codes and standards.

•Monitor the progress of projects, provide technical support to task teams in the completion of engineering deliverables. Promote technical integrity, value engineering, apply cost effectiveness techniques and maintaining optimum quality while meeting total specification compliance.

•Evaluate and advise lead engineers on design changes, specifications, and drawing releases.

•Interface and meet as required client and vendor representatives, lead internal staff and kick-off meetings, assist in ensuring the progress of project completion in accordance to determined schedules, allotted man hours and budgeted costs. Coordinate with project engineering manager and planning departments on schedule related issues.

•Evaluate current manpower skill levels and apportion work among engineering staff according to complexity, specialized training and project requirements.  Work closely with OD team to assess competency levels and determine training and development requirements, confer with supervisory level personnel in the identification of skill gaps and training needs.  Mentor and motivate assigned staff. 

•Direct the activities of department performance evaluations. Establish clear work standards, performance objectives and indicators (KPIs), which have to be met.  Evaluate performance and make recommendation for promotions, salary increases, transfers, and demobilizations  

•Recommend recruitment requirements in support of department engineering activities; participate in screening of applicants, interviewing, selection and hiring of candidates.

•Analyzes technology trends, recommend upgrade of systems, skill sets and procedures when required. Assess, identify and develop technical tools, conduct presentations and seminars to update and improve the quality of engineering deliverables.

•Identify and organize the preparation and implementation of work procedures, standard design guides, specifications, datasheets and checklists.

•Interact with Quality Assurance for quality issues; strictly ensure compliance with Company’s ISO Quality standards and procedures.   Coordinate Internal and client audit requests, facilitate audit procedures of engineering systems within the department.

•Promote safety awareness in strict compliance with company HSE policies and procedures.

•Evaluate and assess department material resources, recommend library books, codes and standards and software requirements.

•Develop and implement cost database for cost estimation purposes.

•Develop engineering metrics database for estimation of man-hours and set up bench marks for continual improvement.
