1. Scope of Responsibilities

• Provide a day-to-day HSSE service that is effective and suitable to support Projects/office objectives

• Provide regular, reliable data for the purposes of monitoring HSSE performance

• Identify and promote opportunities for HSSE performance improvement within the Projects/office

• Ensure that Project HSSE requirements are widely and consistently understood and implemented

• Review HSSE competency assurance & training service to all office locations and work locations

2. Primary Duties

• Provide a day-to-day HSSE management service to the Petrofac that is effective and suitable to support company objectives.

• Ensure that the HSSE management service remains effective and suitable by effective management of competent personnel.

• Provide regular, reliable reports and data for monitoring HSSE performance and informing management decisions.

• Identify and promote opportunities for HSSE performance improvement.

• Ensure that HSSE requirements are widely and consistently understood and implemented.

• Ensure technical integrity through all stages of Project through the development and implementation of systems/programmes.

• Provide HSSE compliance assurance & project support service that is effective and suitable to support business activities and company objectives.

• Promote opportunities for HSSE compliance assurance & improvement.

• Ensure and provide scheduled HSSE compliance assurance & training service to all office locations and designated projects.

• Oversee day-to-day management of HSSE for all business activities projects.

• Leadership and responsibility for all aspects of HSSE including objectives, schedules/ programmes, plans, resources, documentation, file structures, HSSE Management System (MS) implementation, ISO 14001 & OHSAS 18001 compliance, HSSE legal compliance, incident response/investigation.

• Implementation, review and monitoring of HSSE MS.

• Day-to-day management and direction of HSSE personnel.

• Development and application of hazard identification and risk assessment strategies to reduce the risks to ALARP.

• Maintain a daily working relationship with HSSE team, line management and subcontractors in relation of their respective compliance with the provisions of the HSSE policies and legal requirements, and also with key Clients in respect of their expectations.

• Contribute to the HSSE lessons learned forum and communicating more widely where appropriate.

• Managing the HSSE component of the action tracking system.

• Conduct HSSE MS audits, recommend corrective actions and follow through on HSSE areas for improvement.

• Develop, coach and mentor internal HSSE auditors to ensure consistency across all projects.

• Review, monitoring of implementation of HSSE compliance assurance & training component of the HSSE MS.

• Maintain daily working relationship with other HSSE team members, line management and subcontractors in relation of their respective compliance assurance & training compliance programs.

• Develop and coordinate the delivery of plans to put in place compliance activity where it is otherwise absent or unsatisfactory.

• Ensure Petrofac HSSE requirements are communicated to all projects and other relevant personnel and verify compliance by all appropriate means (meetings, inspections, monitoring, and audits).

• Participate in and where necessary lead the investigation of major incidents and high potential near misses.

• Oversee the implementation of HSSE compliance assurance programs across Petrofac.

• Supervise in HSSE MS development and improvement.

• Ensure Petrofac Objectives, Policies and Procedures are cascaded to and implemented on all Projects.

3. Job/Cost Impact

• Leads the activities in the conversion of the project from detailed engineering, construction, commissioning to start up stage, works within project budget requirements.

• Ensure the Project is executed in compliance with Client HSSE requirements & Local Laws and regulations; ensure that adequate cost is allocated for HSSE matters

4. Decision Making Authority

Decisions regarding home office HSSE requirement and all Petrofac Projects and/or work locations under own responsibility.

5. Supervisory Responsibility

Supervising Office HSSE Team and Site HSSE Teams.

7. Competency

• Experience with management systems (OHSAS 18001 & ISO 14001)
  o Performed internal audits as the lead auditor. Played a leading role during certification process such as preparation of documentation, implementation of prepared documents, etc.
   o Played a major role in periodical review of HSSE policy.
   o Played a major role in the process of reducing risks and/or environmental impacts to ALARP for extremely hazardous jobs.
   o Played a leading role while forming the management system as per legal and other requirements.
   o Identified objectives and targets and advised Top Management on resources required. Ensure programme(s) are established, implemented and maintained for achieving objectives & targets.
   o Lead and influence senior leadership teams in review and modification of their organization to enhance the HSSE risk management effectiveness. Identify methods to address significant and unusual organizational challenges in implementing effective HSSE management across businesses.
   o Was responsible from a team of trainers and HSSE Training system / is a registered trainer in health or security issues.
   o Played a leading role in implementation and maintenance of HSSE documentation.
   o Participation in development and maintaining of corporate level crisis management and emergency response planning.
    o Played a leading role in monitoring, reviewing and improving HSSE performance in corporate level.
   o Played a leading corporate role for ensuring the organization's compliance with legal and other requirements.
   o Able to lead investigations of major and serious incidents.
  o Ensured the provision of necessary resource requirements related to corrective/preventive actions and ensured successful HSSE corrective/preventive actions are became prevalent in similar processes.
   o Ensured implementation and maintaining of the procedure written for identification, storage, protection, retrieval, retention and disposal of HSSE records and provision of necessary resource requirements.
    o Planned and performed internal audits as the lead auditor. Played a leading role during certification process such as preparation of documentation, implementation of prepared documents, etc.
   o Lead effective management reviews of HSSE management system, reported any opportunity to improve HSSE to Top Management during the meetings. Communicate management review output to all personnel.

• Site experience
  o Provided specialist guidance on:
   complex and non-routine activities needed to be carried out in confined spaces and coordinated activities in case of concurrent confined space entries,
   measures to be taken related with complex and non-routine excavation and trenching activities,
   carrying out complex and non-routine activities requiring energy isolation safely,
   complex and non-routine operations requiring driving/transport,
   non-routine and critical lifts,
   complex and non-routine works requiring permit to work (PTW) and ensured effective implementation of PTW system,
    complex and non-routine works that were performed at heights,
    complex and non-routine works that required the use of hazardous substances,
    complex and non-routine hot works.
  o Ensured implementation of HSSE documentation that were revised due to changes.
   o Ensured work environment is safe under extreme weather conditions and proactive measures to minimize risks are communicated to all personnel.
   o Played a leading role in organizational safety culture change.
   o Played a leading role in the process of health impact assessments.
   o Lead investigations of major and serious security incidents. Maintained positive contact with all levels of Law Enforcement, State Security, and other governmental bodies, and ensured compliance with the national laws, rules and regulations, especially pertaining to the security field.
  o Played a leading role in the process of environmental (and social) impact assessments. Developed, controlled and implemented environmental (and social) management system documentation.

• Engineering
  o Played a leading role in HAZID Study/ENVIID Study/HAZOP Study/ RA Study/other HSE Design studies.

8. Physical Effort and Work Environment

• Duties performed in Main Office mostly in air-conditioned surroundings.

• Occasional visits to site and satellite offices and as necessary.

9. Minimum Requirement

University Degree (minimum 4 years of Bachelor’s Degree)
10 years of HSSE experience, 8 of which is Oil & Gas site experience
NEBOSH Certificate
Lead Auditor OHSAS 18001 & ISO 14001
Or
High School or equivalent degree
14 years of HSSE experience, 12 of which is Oil & Gas site experience
NEBOSH Certificate
